About Jessica Ryley Hammond
Jessica Ryley Hammond is a lifelong Marylander who grew up in Harford County and graduated from Bel Air High School, Harford Community College, and Towson University with a degree in Psychology. She currently serves as the Counseling Administrator for the Maryland Thoroughbred Horsemen’s Association, providing essential mental health and social services to those who live and work in Maryland’s racing industry. She also runs the state’s aftercare program, finding safe homes and second careers for retired racehorses.
With experience in emergency rooms and schools, Jessica has built a career defined by leadership, determination, and service. She is committed to bringing transparency, open communication, and responsible growth to Harford County government. A devoted wife, mother, and animal lover, Jessica lives in Bel Air with her husband, three rescue dogs, and has three retired horses.
